TikTok Advertising in Turkey: What It Costs and Who It Suits

TikTok Advertising in Turkey: What It Costs and Who It Suits

TikTok advertising runs through TikTok Ads Manager; there is no fixed fee, but the floor is high. Every ad group's daily budget must exceed 20 dollars: about 985 TL a day at the Turkish central bank rate in October 2026, which comes close to 30,000 TL a month for a single ad group that runs every day. If you have not had your company's tax number approved by TikTok, 20% VAT is added to the invoice on top.

Do TikTok ads work? Yes, if you can show your product in a short phone-shot video and produce new videos every week. If you cannot make video, the same money does more on Instagram or Google. Below are the maths in lira, how the VAT comes off, how TikTok differs from Reels, Spark Ads, and the TikTok defaults we change; the Meta side of pixels and objectives is in our Facebook advertising guide.

How much does TikTok advertising cost in lira?

You pay TikTok no subscription or fixed fee; ads are sold at auction and you pay per impression, click or result. What really binds you is not the auction but the budget floors. On a daily budget the ad group must exceed 20 dollars, and if you also set a campaign budget the campaign must exceed 50 dollars. On a lifetime budget the ad group floor is the number of days × 20 dollars; a 14-day test costs at least 280 dollars, roughly 13,760 TL.

TikTok advertising cost: 20 USD daily floor, 30.4 days and exchange rate giving about 29,870 TL a month

Advertising on TikTok without VAT: how it comes off

In Turkey, TikTok's advertising services carry 20% VAT, and TikTok adds it to the invoice of any advertiser that has not shown it is VAT-registered in Turkey. If you are a company, enter your tax number, business name and billing address on the Account Setup page in Ads Manager; TikTok reviews it within 24 to 72 hours. VAT charged on money you add while the review is pending is not refunded, which is why we do not let clients top up a single lira before approval.

This is what people mean by "VAT-free TikTok ads", and the name is misleading: the tax does not disappear, you simply declare the VAT yourself instead of TikTok. Ask your accountant about the declaration once.

Example scenario: an online shop in Bursa selling handmade candles and home fragrance gives one ad group 1,100 TL a day for a 14-day test, 15,400 TL in total. If it can pay at most 350 TL per sale, it needs at least 44 sales by the end of the test. If cost per sale is above 700 TL on day seven, we touch the video, not the budget: we add three new videos and keep the budget flat. If the maths does not work, either make the test budget bigger or do not start; a half-funded test produces nothing but the sentence "TikTok doesn't work".

When raising budgets, TikTok's own rule is sensible and we follow it: at most 40% per change for an ad group still in learning, at most 30% once it has left learning, and no more often than every two days. Taking an ad group from 1,000 TL a day to 3,000 TL the next morning is the fastest way to make cost per result swing. One more thing: once an ad group is live you cannot switch between daily and lifetime budget, so build the test with the right budget type from the start.

Do TikTok ads work? How they differ from Reels

Our answer: yes, when three conditions hold together. The result of your product or service has to be something you can show on screen (cosmetics, accessories, food, homeware, courses, mobile apps). You need to be able to turn out a few new vertical videos every week. Sales or forms on your site must be measured with the TikTok Pixel; if one of these is missing, TikTok spends the budget and leaves you with a view count.

TikTok ads versus Instagram Reels ads compared on budget, tax, creative and how we use each

On TikTok the video does most of the targeting's job. In the campaigns we manage, the thing that moves cost most is not the audience setting but the first seconds of the video. The answer to "I chose the right audience, so why no sales?" usually lies not in the audience but in the first three seconds, where the viewer swipes away.

Instagram Reels and TikTok use the same vertical video; you shoot once and run it in both places. The difference is budget: Meta's technical floor is very low, while on TikTok even one ad group approaches 30,000 TL a month. Our order: if your monthly social budget is under 30,000 TL, Reels first (Instagram advertising guide), then TikTok once the same videos have sold there. For Shorts, the vertical video option on the Google side, see our YouTube advertising article.

How to advertise on TikTok: four steps

The setup screen is crowded, but you make four decisions. This is the order we follow:

How to advertise on TikTok: setup flow of account, measurement, objective and ad steps

  1. Account: Open an Ads Manager account through TikTok for Business at ads.tiktok.com. Time zone, country, currency and business name cannot be changed later; get them wrong and you open a new account. Get your tax number approved at this stage. Own the account yourself and give your agency access through Business Center.
  2. Measurement: Add the TikTok Pixel to your site, ideally send events from your server through the Events API as well, and use the same event ID on both sides so a sale is not counted twice. If no purchase or form event is defined, the system does not know what to look for. A slow landing page wastes expensive impressions; if needed we rework the website design before the ads go live.
  3. Objective: Ads Manager groups objectives under three headings: Awareness (Reach), Consideration (Traffic, Video views, Community interaction, Branded Mission) and Conversion (App promotion, Lead generation, Sales). If you sell on your site, Sales; if you want forms or messages, Lead generation. When a client wants Community interaction for followers, we first ask "what will followers sell for you?"
  4. Ad group and ad: Location, age, budget and bid sit in the ad group; video, text and button sit in the ad. If you leave the target cost field empty, Maximum Results runs; fill it in and Target Cost per Result runs. We leave it empty for the first two weeks and set a target once cost settles. We put 3 to 5 different videos in every ad group; TikTok recommends this too, and on this point it is right.

With the Lead generation objective, people can go to an instant form that opens inside TikTok, a form on your site, TikTok direct messages or a messaging app. For appointment businesses such as a beauty salon, a language school or a dietitian, we start with messages. If it is not clear who will answer the messages and when, do not switch this objective on at all.

Where do TikTok ads appear?

Most ads run full screen in the For You feed, between organic videos, with a "Sponsored" label. Automatic Search Placement is on by default in new campaigns and carries the same video into relevant search results. You do not choose keywords here; the system uses your video and targeting. There is a separate Search Ads Campaign type for showing on specific terms; in small accounts we stay out of it for the first month.

Brand formats such as TopView, shown the moment the app opens, and Pulse are not sold at auction but reserved through TikTok's sales team; they are not a topic for small business budgets. In a standard ad the caption appears in fixed white type and cannot contain links, @ mentions or hashtags. The only thing that takes people to your site is the button, so match the button text to the offer in the video.

What are Spark Ads, and why do we start with them?

Spark Ads run an organic post from your TikTok account, or from a creator who authorises it, as an ad. Views, likes, comments, shares and follows gained during the promotion are attributed to that post; when the campaign ends, a high-engagement video stays on your profile. Account tags and hashtags are allowed in a Spark post. For a first test, our choice is always Spark Ads.

If you use a creator's video, the creator opens the video's three-dot menu in the app, goes to ad settings, generates an authorisation code and picks how long it lasts; you enter the code in Ads Manager. Watch two things: the caption of an authorised post cannot be edited afterwards, and a private video becomes public once it is used in a campaign and stays that way during the promotion. Finalise the caption before authorising, and make sure the code lasts at least as long as your campaign calendar.

Sponsored posts on TikTok: Promote or Ads Manager?

Promote, the in-app tool, boosts a video or a LIVE in a few taps. It offers four goals: boost the account, get leads, get sales and boost a LIVE; you start from a ready-made pack or set your own budget and duration. You need to be over 18 to use it, and promoting a LIVE requires at least 1,000 followers.

Our rule: Promote is enough to push a video that has already done well organically for a few more days. If you want sales or forms, use Ads Manager; managing budget across ad groups, testing several videos in one group, targeting by interest and behaviour and seeing detailed reports all happen there. Link Promote to Ads Manager and you see campaigns and balance from both sides in one place; we set accounts up linked from day one.

What TikTok recommends, and what we do instead

TikTok sells ad space; its defaults lean towards wider delivery and more automation. Some of them work, some spread a small budget thin. These are the five places we check on day one in accounts we take over:

TikTok Ads Manager default settings and the setting WebAsist uses for each one

  • Smart Targeting: When it is on, TikTok goes beyond your interest and audience selections if it thinks results will improve; age, gender and location are kept. We leave it on in a broad sales campaign. We switch it off in retargeting groups aimed at site visitors or a customer list; otherwise the ad you built for "cart abandoners" reaches strangers too.
  • Automatic placement: This is the default in Smart+ campaigns, and the ad can open up to placements outside the TikTok feed. We start with TikTok only through "Select placement" and widen once we have seen the quality of results.
  • Smart+ full automation: The new Smart+ experience lets you choose full automation, partial automation or a fully manual setup. In an account with steady weekly conversions we try full automation; in a new account there is no data for the system to learn from, so we keep audience and placement in our hands. We discuss the general limits of automation in our AI-powered ad optimisation article.
  • Automatic enhancements: Smart+ can resize your videos, translate and dub them and generate new variations. We turn this off for brand videos; a video whose edit the system has changed is an ad you never approved.
  • Automatic Search Placement: We leave it on; it needs no separate budget, and the same video competes in search too. But in week one we read the Search Terms report; if your video is spending on irrelevant searches, we switch it off in that ad group.

What should a TikTok ad video look like?

On TikTok the video makes or breaks the ad. The technical base is simple: 9:16 vertical, at least 720p, with sound, and key text in the middle of the screen; the caption and button cover the bottom, the like and comment icons cover the right edge. TikTok recommends making the promise in the first 3 seconds and landing the hook within the first 6; we apply it as "product first, logo last".

A TikTok ad video second by second: promise in 3 seconds, hook by 6, proof, call to action and weekly refresh

There is a trap with music: a song trending in the feed is often not cleared for commercial use. In ads we use only tracks from the Commercial Music Library; we do not take a copyright risk to make a video stand out.

The most expensive mistake is running one video for weeks. When the same person sees the same video again and again, they swipe and cost rises. We add new videos to the existing ad group rather than opening a new one; the group keeps what it has learned. If you cannot produce videos regularly, our video production team can put filming on a monthly calendar.

Who should not put money into TikTok?

Are TikTok ads worth it: status list by product, budget, video output, sector and measurement

  • Emergency services that need a customer today. Someone looking for a locksmith, a plumber or a tow truck does not browse TikTok, they search; that budget works on Google Ads.
  • High-value B2B sales. TikTok has no job title or company targeting; the way to a purchasing manager is LinkedIn.
  • Businesses that cannot make video. An account that enters TikTok with one promotional film and waits three months buys views, not customers.
  • Anyone who cannot set aside 30,000 TL a month. The floor spends that much on a single ad group; at this budget, Reels first.
  • Sites without a pixel. In a campaign that runs without measuring sales, you never learn which video made money.

Frequently Asked Questions

How much do TikTok influencers charge for ads?

There is no rate card; the creator's fee is negotiated between you and the creator and is not part of the ad budget you pay TikTok. Look less at follower count and more at whether the creator's videos are watched by people who would buy your product. We always have the Spark Ads code duration and the right to use the video in ads written into the agreement.

Can I run TikTok ads myself?

Yes; Ads Manager is open to everyone and you do not need an agency. Promote is enough to boost a single video. An agency's value is not in the settings but in deciding which video to test and what to stop when; if you can do that yourself, do it.

What is TikTok Ads Manager, and how do I log in?

It is the free advertising panel at ads.tiktok.com; campaigns, budgets, targeting, the Pixel and reports all live there. You log in with a TikTok for Business account. If you work with several ad accounts, pixels or team members, gather the assets under Business Center.

Do I have to install the TikTok Pixel?

Reach and video view campaigns run without a pixel. If you want sales or forms on your site, it is mandatory in practice: the system learns who converted only from Pixel or Events API data, and that is the only way you see which video brought the sale.

Conclusion

On TikTok the cost of advertising starts at the floor and the profit comes from the video. If you can set aside 30,000 TL a month, produce new video every week and measure sales, go in with a 14-day Spark Ads test; if one of the three is missing, fix that first.

Send us your TikTok account name and your last ten videos; we will work out together which two suit a Spark Ads test, how to set up your tax number and what the 14-day test budget should be. If you want to hand over management, see our TikTok ad management service. Our social media ad packages cover Facebook and Instagram management; we price TikTok separately according to your video needs and budget.
